After the Vanguard Action Squad takes Katsuki at summer training camp, the students and faculty of U.A. must face the consequences of their failure. As the Pro Heroes prepare to raid the League of Villains’ stronghold to liberate him, The Bakugo Rescue Squad decides to take matters into their own hands and rescue their classmate on their own. This culminates in the entrance of All For One, who is vanquished by All Might after devastating and hard-hitting combat, losing the remaining embers of One For All and retiring as a Hero.

After All Might’s retirement, the U.A. High School transforms into a constructed dorm, where the students currently reside, to keep them secure and identify the U.A. traitor. Students are studying for the Provisional Hero License Exam, bringing them one step closer to becoming full-fledged Heroes. Class 1-A students are able to overcome the competition from other schools. Except for Todoroki and Bakugo, everybody has passed and is receiving their licenses. Katsuki approaches Izuku Midoriya, claiming that he has discovered the truth about Izuku’s Quirk. After the two have a fight, All Might reveals the truth about One For All to Katsuki, who agrees to preserve the secret for them.

With their licences, the students can participate in Hero Work-Studies, and Izuku pursues an internship with All Might’s erstwhile sidekick, Sir Nighteye, despite Sir Nighteye’s belief that Izuku is a doomed successor to One For All. Overhaul, the leader of the Shie Hassaikai, is attempting to restore the yakuza back to prominence with the aid of a Quirk-Destroying Drug they have manufactured using a girl named Eri, even enlisting the assistance of the League of Villains. After learning of Eri’s existence and the Shie Hassaikai’s plans, Izuku and several of his classmates lead a squad of Pro Heroes on a raid of the yakuza’s headquarters in an attempt to rescue Eri and stop the Shie Hassaikai. Izuku saves Eri and defeats Overhaul in battle, albeit at the expense of Sir Nighteye’s life.
